4.2 School Admission Policy: The 1990s

Public discussions showed that school admission policies were one of the forces that shaped Zexiao in urban China . On the one hand, the government kept emphasizing on “free, no screening, and proximity-based compulsory education, ” which prohibited certificate-based3 student selection in public school admission. With the same stance on the implementation of proximity-based school admission, the local governments left policy space to accommodate diverse needs for school admission in accordance with the local context. On the other hand, the government gave public schools privileges to select students based on certificates and students’ achievements made both inside and outside of schools. As a result, the gap between policies at the central government level and at the local level left a space for policy makers and other stakeholders to interact in school admission to accommodate diverse needs.
